IT SPECIALIST (DATAMGT/INFOSEC)

Summary You will serve as a IT SPECIALIST in the INFORMATION SYSTEMS DEPARTMENT of NAVAIR TRAINING HUMAN CAPITAL MGMT GRP.
Responsibilities You will be responsible for the daily technical operation of existing Database Management Systems, the overall technical design and structure of future Database Management Systems.
You will ensure the Database Management Systems efficiently collects, stores, and processes large volumes of data, along with monitoring performance, file organization and structure, file management, mass storage management, backup and data recovery.
You will develop strategies for data acquisition, archive recovery, and implementation of data architectures to support a Data Warehouse / Data Lake environment, including data design, database architecture, and metadata repository creation.
You will analyze and design data resources, including conceptual, logical and physical data modeling, data requirements identification, data flow diagramming and analysis, and metadata identification and management.
You will analyze and evaluate customer requirements and the effectiveness of program operations and systems in meeting the goals and objectives of data management.
You will perform investigations and evaluations of highly complex database management environments identifying problems and providing expert technical advice on new or improved information technology and procedures.
You will be responsible for security compliance for Database Management Systems, along with monitoring applicable log files for suspicious activity and accesses on systems and reports issue to cybersecurity technicians.
You will support the Risk Management Framework process by performing technical assessments to ensure that the systems, applications, or instances proposed for accreditation or connection meets applicable DoD policies, regulations and standards.
Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

IT-related experience demonstrating this competency include:
interpreting cybersecurity policies to assess and mitigate impacts to an organization's networks or data.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
IT-related experience demonstrating this competency include:
ensuring users and system administrators are provided appropriate network security training, responding to security incidents, setting up user accounts.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
IT-related experience demonstrating this competency include:
communicating effectively with users, system administrators and network engineers to verify the scope of IT work to be done.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
IT-related experience demonstrating this competency include:
evaluating IT systems or networks to troubleshoot security discrepancies or deviations.
In addition to the four competencies above, your resume must demonstrate at least one year of information technology related specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector evaluating Database Management Systems solutions supporting a cloud environment to enhance the durability, performance, and maintainability of the information technology platform.

Successful completion of a Ph.
D.
or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
or Successful completion of three full years of progressively higher level graduate education leading to a Ph.
D.
or equivalent degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
