GENERAL PURPOSE OF JOBOn a daily basis, responsible for coordinating activities that support the accounting, auditing, budgeting, and financial management functions.
Performs special projects and work assignments that are broad in nature, usually requiring originality and ingenuity.
Financial Analyst IIAt this level, incumbents perform the full range of assigned tasks, under minimum supervision, while exercising discretion and independent judgment within established guidelines.
The financial analyst can lead teams when needed to bring issues to resolution and take on responsibility for system initiatives (possess project management skills).
At this level, the Financial Analyst can demonstrate advanced finance/development skills in addition to basic financial report writing skills.
Requires three years related work experience.
Incumbents report to the assigned Director, and will be assigned to work with the Hospital and Health Plan within the Driscoll Health System (DHS).
ESSENTIAL DUTIES AND RESPONSIBILITIES - Positions in this class may perform any or all of the below listed duties.

Adheres to health system and health plan policies and procedures.
Demonstrates business practices and personal actions that are ethical and adheres to corporate compliance and integrity guidelines.
Ability to complete tasks as assigned by upper management Ability to extract data from the health plan data warehouse for analytical purposes The ability to analyze and compile financial information in preparation of complex journal entries to general ledger, assisting and supporting the general ledger staff, as needed.
Coordinates improvements and modifications to financial management systems.
Uses various software applications, such as spreadsheets, databases, & packages to assemble, manipulate, and/or format data for reports Duties include adhering to, refining and developing financial policies and procedures for the health plan Coordinates the resolution of accounting systems problems with the Information Systems Department.
Initiate and/or coordinate approval of repetitive and non-repetitive wire transfers and funding transfers Examine and maintain assigned accounts involving high degree of accuracy, as assigned.
Analyzes, combines, and consolidates financial information into documents that accurately report financial activity of the assigned organizations.
Participates in the analytical review of financial results with financial management Coordinates closing calendar for department, assisting with closing process as needed.
Assists with departmental filing of reports and documents.
Assist with the year-end boxing, sorting, storing, and moving of records Prepares financials statements and reports.
Prepares and reviews financial statements Verifies submittal of reports to outside agencies are accurate and on a timely basis.
Coordinates the budget formulation process for the health system.
Modifies documents and systems for budgeting.
Analyzes, combines, and consolidates budget estimates into a budget document that reflects the funding need of the assigned organizations.
Prepares and reviews various Prepared By Client (PBC) schedules and work papers as requested by internal and external auditors; Assist financial information to internal and external sources, inclusive of HHSC and other auditors.
Answers and resolves routine situations and questions from employees, managers, and outside agencies relying on standard procedures and policies.
Researches and advises on accounting treatment of complex transactions where limited standardization exists Responsible for FSR and TDI Reporting.
Performs other related work as required.
EDUCATION AND/OR EXPERIENCE - Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.
Degree in the fields such as Finance, Statistics, Data Mining and Analytics, Clinical Analytics, or Health Care Administration with Master's degree or equivalent experience preferred.
Requires three years work related experience.
Knows fundamental concepts, practices and procedures of particular field of specialization.
Performs work that is varied and that may be somewhat difficult in character.
Can lead teams and take responsibility for overall direction of system initiatives Operates with substantial latitude for un-reviewed action or decision.
Reviews progress with management.
Demonstrated capability for programming/development related to data management.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
